In reality, incidents are early signals that show how a safety management system truly operates.<\/p>\n<p data-start=\"331\" data-end=\"389\">This is where many organizations make a strategic mistake.<\/p>\n<p data-start=\"391\" data-end=\"513\">From a risk management perspective, an incident is a signal.<br data-start=\"451\" data-end=\"454\" \/>A signal of how the system is working \u2014 or failing to work.<\/p>\n<p data-start=\"515\" data-end=\"539\">An effective HSE system:<\/p>\n<ul data-start=\"541\" data-end=\"654\">\n<li data-start=\"541\" data-end=\"570\">\n<p data-start=\"543\" data-end=\"570\">does not wait for injuries;<\/p>\n<\/li>\n<li data-start=\"571\" data-end=\"607\">\n<p data-start=\"573\" data-end=\"607\">does not operate \u201cafter the fact\u201d;<\/p>\n<\/li>\n<li data-start=\"608\" data-end=\"654\">\n<p data-start=\"610\" data-end=\"654\">is not built around reports for inspections.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"656\" data-end=\"753\">Instead, it collects, analyzes, and uses signals <strong data-start=\"705\" data-end=\"715\">before<\/strong> the business begins to pay the price.<\/p>\n<p data-start=\"755\" data-end=\"936\">This article is a logical continuation of the previous one, where we examined the strategic focus of occupational health and safety from the perspective of a business owner and CEO.<\/p>\n<p data-start=\"938\" data-end=\"1186\">In the first article \u2014 <em data-start=\"961\" data-end=\"1028\">\u201c<a href=\"https:\/\/hes.group\/en\/occupational-health\/czili-hse-v-ohoroni-praczi-zahyst-praczivnykiv-i-biznesu\/\">2 Key HSE Goals a Business Owner Cannot Afford to Lose Focus On<\/a>\u201d<\/em> \u2014 we reached a fundamental conclusion:<br data-start=\"1067\" data-end=\"1070\" \/>there are only two real goals in HSE \u2014 protecting workers from injuries and protecting the company from legal risks.<\/p>\n<h2 data-start=\"1193\" data-end=\"1233\">Why most companies see risks too late<\/h2>\n<p data-start=\"1235\" data-end=\"1271\">A typical situation looks like this:<\/p>\n<ul data-start=\"1273\" data-end=\"1389\">\n<li data-start=\"1273\" data-end=\"1310\">\n<p data-start=\"1275\" data-end=\"1310\">no injuries \u2014 \u201ceverything is fine\u201d;<\/p>\n<\/li>\n<li data-start=\"1311\" data-end=\"1348\">\n<p data-start=\"1313\" data-end=\"1348\">no fines \u2014 \u201cthe system is working\u201d;<\/p>\n<\/li>\n<li data-start=\"1349\" data-end=\"1389\">\n<p data-start=\"1351\" data-end=\"1389\">no inspections \u2014 \u201cthere are no risks.\u201d<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1391\" data-end=\"1462\">In reality, at this point the system has simply lost its feedback loop.<\/p>\n<p data-start=\"1464\" data-end=\"1518\">Risks do not disappear. Information about them does.<\/p>\n<h2 data-start=\"1525\" data-end=\"1568\">The incident system as a management tool<\/h2>\n<p data-start=\"1570\" data-end=\"1663\">A strong HSE system works with the <strong data-start=\"1605\" data-end=\"1634\">entire spectrum of events<\/strong>, not just with consequences.<\/p>\n<p data-start=\"1665\" data-end=\"1796\">Based on practical experience, we identify <strong data-start=\"1708\" data-end=\"1737\">11 key types of incidents<\/strong> that form the foundation of an effective reporting system:<\/p>\n<ul data-start=\"1798\" data-end=\"1946\">\n<li data-start=\"1798\" data-end=\"1826\">\n<p data-start=\"1800\" data-end=\"1826\">from the earliest signals,<\/p>\n<\/li>\n<li data-start=\"1827\" data-end=\"1862\">\n<p data-start=\"1829\" data-end=\"1862\">to events with real consequences,<\/p>\n<\/li>\n<li data-start=\"1863\" data-end=\"1946\">\n<p data-start=\"1865\" data-end=\"1946\">including human factors, contractors, property, environmental impact, and ethics.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1948\" data-end=\"2048\">This is not classification for the sake of classification. biggest management mistake is focusing only on incidents with consequences.<\/p>\n<p data-start=\"2188\" data-end=\"2224\">Real impact happens much earlier.<\/p>\n<p data-start=\"2226\" data-end=\"2274\">Key levels where the business still has control:<\/p>\n<ul data-start=\"2276\" data-end=\"2415\">\n<li data-start=\"2276\" data-end=\"2344\">\n<p data-start=\"2278\" data-end=\"2344\"><strong data-start=\"2278\" data-end=\"2300\">Safety Opportunity<\/strong> \u2014 the opportunity to make something safer<\/p>\n<\/li>\n<li data-start=\"2345\" data-end=\"2415\">\n<p data-start=\"2347\" data-end=\"2415\"><strong data-start=\"2347\" data-end=\"2367\">Hazard Made Safe<\/strong> \u2014 a hazard eliminated before an incident occurs<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2417\" data-end=\"2431\">These signals:<\/p>\n<ul data-start=\"2433\" data-end=\"2549\">\n<li data-start=\"2433\" data-end=\"2455\">\n<p data-start=\"2435\" data-end=\"2455\">cost almost nothing;<\/p>\n<\/li>\n<li data-start=\"2456\" data-end=\"2491\">\n<p data-start=\"2458\" data-end=\"2491\">do not require crisis management;<\/p>\n<\/li>\n<li data-start=\"2492\" data-end=\"2549\">\n<p data-start=\"2494\" data-end=\"2549\">deliver maximum impact for safety and legal protection.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2551\" data-end=\"2608\">This is where the system manages risk \u2014 not reacts to it.<\/p>\n<h2 data-start=\"2615\" data-end=\"2668\">Why CEOs should care about more than just injuries<\/h2>\n<p data-start=\"2670\" data-end=\"2721\">For business leaders, the logic is straightforward:<\/p>\n<ul data-start=\"2723\" data-end=\"2936\">\n<li data-start=\"2723\" data-end=\"2787\">\n<p data-start=\"2725\" data-end=\"2787\">if Safety
